明朝嘉靖年间，君主昏聩，权臣误国，东南沿海倭患侵袭，北方边陲战事不断，神州大地匪盗猖獗，叛军作乱之事时有发生。朝廷为襄外安内处置叛军匪盗，组建“飞鱼营”专职处置关系朝政安危的紧急事件，锦衣卫送信小校刘振东、晶晶、王兆兴师兄妹三人成为“飞鱼营”第一批入围精英。入选“飞鱼营”以前，千户大人交给刘振东师兄妹三人一个紧急军情，将“飞鱼营”拼死夺来的卧虎寨防御图送达济南府，为朝廷剿灭匪盗卧虎寨提供情报。刘振东师兄妹拿到“飞鱼营”拼死抢回的卧虎寨城防图，为确保四百里加急的卧虎寨防御图按时送达济南府，王兆兴决定由自己走大路引开白严虎，给师兄、师妹送达防御图创造机会。王兆兴分兵两路的计策没有蒙蔽住白严虎，借小路直奔济南府的师兄、师妹遭到“卧虎寨”二当家一行的追击。危急关头，王兆兴掉转马头前来营救，虽然从“卧虎寨”二当家的手中夺回防御图，自己却中箭负伤摔下悬崖。王兆兴醒来的时候，已经是在一座破庙。原来，搭救王兆兴的，是押镖路过此地的平安镖局总镖头谷平安小姐。谷平安用祖传还魂散治好王兆兴的箭伤。得知王兆兴要赶往济南府“做生意”，谷平安总镖头坚持押一次顺风镖，护送王兆兴前往济南府。王兆兴不好推辞...
