1940年，新四军挺进纵队东进抗日途 中，粉碎了日伪和国民党顽固派苏鲁 皖部的夹击，攻占了苏北桥头镇。苏 鲁皖部是国民党的地方实力派，总指 挥刘世仪为了避免出面应付局势，以 留有回旋余地，而避往他处，副总指 挥刘玉坤受顽固派代表蒋公任等人的 挑拨唆使，准备出兵向桥头镇的新四 军进攻，以挑起内战。新四军挺进纵 队司令员孟器宇派政治部主任黄秉光 与敌人谈判。黄秉光到江州与刘玉坤 等进行了有理、有利、有节的斗争， 坚决驳斥了他们的种种谬论。刘玉坤 恼羞成怒，悍然扣押黄秉光，并派兵 袭击挺进纵队。新四军出奇兵攻击敌 人后方，使敌第二纵队前后挨打，遭 到惨败，司令石中柱被俘。刘玉坤推卸责任，加罪于不愿打内战的第一纵 队司令周明哲，周毅然率部起义，使 新四军主力顺利过江。此时日伪密使汪光夏又乘机诱逼刘玉坤降日反共， 敌总指挥刘世仪匆匆赶回，为了保全其军事势力，立即释放黄秉光，并表示愿意同新四军谈判，停止内战，一致抗日。新四军终于突破重重障碍， 踏上了东进抗日的征途。
