1949年，南京解放不久。在一个电闪雷鸣的风雨之夜，某国驻华大使馆发生了一起重大的盗宝案件，藏有珍贵宝石的“蓝盾保险箱”被一伙蒙面人劫走，这不仅关系到我国在国际社会中的威信，而且也关系到我新生的人民政权的巩固。我公安部门立即派出以刑警队长路宏为首的公安战士组织侦破。通过现场分析，初步认定此案是江洋大盗“四大名山”所为。“四大名山”是一个名震南京的强盗团伙，老大古金山、老二钱桂山、老三赛苏三、老四顾铭山，都是在南京解放前夕，被国民党从监狱中释放出来的匪徒。国民党在沪的特务机关认为这是破坏共产党声誉的大好机会，密电在南京的潜伏特务黑猫、白狼阻挠破案。据原在使馆当厨师的阿兴招供，妓女孔贵妃是一条重要线索。当路宏和庞查礼、丁锐赶到妓院时，孔费妃已吊死在屋内。验尸结果证明，孔是被毒烟毒死的，路宏判断这是第三者插手干的。在地下俱乐部里，一个神秘的人物找到赛苏三，对开箱取宝和阻挠破案进行了密谋。匪徒得知使馆女佣金妹会开保险箱，钱桂山冒充军管人员将她劫持。我公安人员在追捕钱桂山时将其击毙，金妹不知去向，线索再次中断。侦察员小林在玄武湖芦苇丛中找到被捆绑的金妹，路宏捕获了伪装成船娘的赛苏三。押解...
