1949年初，全国解放前夕。东南沿海某渔村莲花乡国民党乡长蛇头疔在当地恶贯满盈，从百姓手中搜刮来大量财产。他预感国民政府大势已去，密谋将财产转移海外。青年农民阿炳及时揭露了蛇头疔的阴谋，被蛇头疔抓住，幸亏游击队赶到，才免遭残害。之后，蛇头疔逃往海外。解放后，阿炳当了民兵队长，在土改和对敌特斗争中，处处带头。1952年的一天，蛇头疔带着一个亲信敌特潜回莲花乡，企图携妻带子逃往台湾。敌特在海边偷船时，被渔民阿亮父女发现。敌特欲持刀行凶，被巡逻的阿炳所救，而蛇头疔却秘密隐藏在其妻淑珍家里。不久，此事被民兵察觉出来，蛇头疔见事败露，便叫淑珍去报假案迷惑民兵，然后趁机逃走。十年后，蛇头疔率小股敌特窜犯大陆。阿炳的妻子阿亮领着儿子牛仔到某小岛割紫菜，恰巧与敌特相遇，蛇头疔扣下阿的儿子牛仔作人质，要阿亮回村给淑珍送信。阿亮为了海岛的安全，他冒着牺牲亲儿子的危险，带领民兵将计就计，登上海岛，在公安部队的大力配合下，全歼了上岛的敌特，并救回了儿子牛仔。
