威利（西恩·潘 Sean Penn 饰）是生活在路易斯安那州的一名政治家，对于自己的仕途，威利有着非常远大的理想和抱负。长久以来，在南方种植园里工作的农民们都遭受着非常不公平的待遇，威利亲力亲为的为他们谋求福利和权益，久而久之，威利的努力得到了回报，农民们在生活条件逐渐得到改善的同时，也极力的拥护着威利，将他视为他们的领导人。
